The Bangkok Metropolitan Administration (BMA), Organisation for Economic Co-operation and Development (OECD), Economic Research Institute for ASEAN and East Asia (ERIA) and Japan International Association for the Industry of Building and Housing (JIBH) are co-organising a seminar on “Sustainable Buildings and Cities” in Bangkok, Thailand on January 18, 2024, with support from the Embassy of Japan in Thailand, JETRO Bangkok Office, Japanese Chamber of Commerce, Bangkok and JICA Thailand Office. The Policy Session (Thai time 13:00 – 17:00, CET 7:00-11:00) will also be live streamed via Zoom.

Globally, buildings are responsible for around 40% of greenhouse gas emissions. They are also critical for well-being and livelihoods of citizens. With 70% of the world’s population expected to live in urban areas by 2050, city governments will have a key role to play in managing the built environment to deliver on climate goals, inclusive growth, and “liveable cities’’ for all.

Bangkok, one of Asia’s largest cities, is no exception in this respect. The great strides of the BMA in promoting sustainable and inclusive economic growth has led to Dr. Chadchart Sittipunt, Governor of Bangkok, being invited to be the first Governor / Mayor from a non-OECD Asian country to join the OECD’s Champion Mayors for Inclusive Growth Initiative – a global network of leading mayors committed to promote inclusive growth in cities.

This seminar provides an opportunity to learn more about Bangkok’s success story, as well as international experiences in developing sustainable, inclusive and smart cities.

The event includes keynote speeches from Governor Chadchart, Mr. Nadim Ahmad, Deputy Director, OECD Centre for Entrepreneurship, SMEs, Regions and Cities and Dr. Tatsuo Igarashi, Mayor of Tsukuba City, Japan and OECD Champion Mayor, as well as panel discussions on “zero-carbon housing, buildings and cities” and “inclusive growth in smart cities”. Prior to the policy session, the business session will be organised by JIBH to share practical technologies from leading Japanese companies to make Bangkok a more sustainable and liveable city.

The seminar is designed for policy makers, businesses, researchers and other stakeholders engaging in housing, buildings, urban development and cities. We look forward to your participation.

Biography of Speakers

 
Dr. Chadchart Sittipunt
Governor of Bangkok, Thailand

Chadchart was elected as the 17th Governor of Bangkok in June 2022. He began his political career serving as the Minister of Transport between 2012 – 2014. Then Chadchart was chosen as one of the three candidates for the Prime Minister of Thailand for Pheu Thai Party in 2018. Prior to his political career, he was a lecturer at Faculty of Engineering, Chulalongkorn University. Chadchart is committed to make Bangkok ‘a Liveable City for All’ by promoting various policies and initiatives aiming to improve quality of life for people of Bangkok and visitors alike. His key initiatives include promoting the use of ‘Traffy Fondue’, a crowdsourcing platform that help solve urban issues, and ‘Open Bangkok’ — an initiative that aims to improve openness, transparency, accountability, and innovation of the BMA.

Dr. Hiroto Izumi
Project Professor of the University of Tokyo, Doctor of Engineering, Former Special Advisor to the Prime Minister of Japan, and Honorary Advisor to JIBH

Hiroto Izumi held various key positions in the Government of Japan, such as Director-General of Housing Bureau, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) (2007-2009), Director-General, Regional Revitalization Bureau, Cabinet Secretariat (2009-2012), Special Advisor to the Cabinet (2012) and Special Advisor to the Prime Minister (2013-2021). His specialties include housing/urban policy, and regional revitalization. He graduated from the Faculty of Engineering at the University of Tokyo and holds a Doctor of Engineering.

Mr. Nadim Ahmad
Deputy Director, OECD Centre for Entrepreneurship, SMEs, Regions and Cities

Nadim Ahmad is Deputy Director at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) where he helps local and national government unleash the potential of entrepreneurs and small and medium-sized enterprises, promote inclusive and sustainable regions and cities, boost local job creation and implement sound tourism policies. Before joining CFE in 2020, he worked in the OECD’s Statistics and Data Directorate, and the OECD’s Directorate for Science Technology and Innovation. Prior to joining the OECD in 2000, Mr Ahmad worked in the UK’s office for National Statistics (1996-2000) and the UK’s Ministry of Finance (1993-1996).

Mr. Koji Hachiyama
Chief Operating Officer, Economic Research Institute for ASEAN and East Asia (ERIA)

Koji Hachiyama is Chief Operating Officer, ERIA since 2019. After obtaining his Master’s degree in Engineering from the Tokyo Institute of Technology, he started his career in the Ministry of International Trade and Industry of Japan (now known as the Ministry of Economy, Trade and Industry (METI)) in 1992 and served in various positions including Embassy of Japan in Indonesia (1997-2001), Global Environment Office of METI (2012-2014), JETRO New York office (2014-2017) and New York Representative office of IPA (Japan’s Information Technology Promotion Agency) (2014-2017). From 2017 to 2019, he served as the Counsellor in the National Strategy Office of ICT, the Cabinet Secretariat. Throughout the years, he was in charge of climate change issues, ICT, digitalization, Intelligent transportation system (ITS), automated driving system, etc.

Dr. Tatsuo Igarashi
Mayor of Tsukuba City, Japan and OECD Champion Mayor

After graduating from the University of Tsukuba and completing his MSc in Public Policy at the University College London, Tatsuo Igarashi received a Ph.D. in International Political Economy from the University of Tsukuba.He was elected as a Tsukuba City Councilor from 2004 to 2012 (2 terms). He was elected as a Mayor of Tsukuba City in 2016. He is currently serving his 2nd term. In Japan, he was awarded the Manifesto Promotion Award for Excellence in the Chiefs category at the Manifesto Awards for his outstanding political initiatives. Internationally, he was selected as a member of OECD Champion Mayors for Inclusive Growth in 2023.
